US Republicans Reveal ObamaCare (the Affordable Care Act) Repeal and Replace Bill
Republicans released an alternative bill to repeal Obamacare on the 6th ( local time ) . Provide new forms of federal subsidies to individual tax credits and to help states make their own policies ( hospitals and health care for low-income families ) . In other words, it aims to induce private insurance purchases rather than government support and to reduce the federal government’s influence on the insurance market .
The new measure increases the amount of the tax credit as age and number of family members increases . Tax credits between $ 30 and $4,000 per year will be provided for people aged 60 and over , but tax refunds for those earning more than $ 75,000 per year will be phased out . Also repealed is increasing federal funding for 2020 to increase Medicaid coverage for low-income families .
The new law would not allow the government to impose penalties for failing Americans with health insurance, but would allow insurers in the private insurance market to charge a 30% surcharge on people with gaps in health insurance. to encourage people to buy and maintain insurance by doing so .
However, this measure retains two of the 2010 Obama reforms . Allow young people to receive parental health insurance coverage until age 26 , and prevent insurers from refusing to enroll or charging members higher for previous medical conditions .
The measure also aims to prevent federal funds from flowing into Planned Parenthood in the form of Medicaid reimbursements or federal family accountancy funds .
Former President Obama’s Health Insurance Reform Act, passed in 2010 with Democrat support, resulted in the largest insurance coverage expansion since Medicare and Medicaid were created as part of President Johnson’s social program in the mid- 1960s .
Congress has no precedent to cancel major social programs that benefit millions of Americans .
The passage of the bill is expected to be difficult . Of the 52 Republican Senators , Rob Portman , Shelley Moore , Corey Gardner , and Lisa Murkowski oppose ObamaCare because it puts people who used to receiving Medicaid benefits into a blind spot . Democrats say they are unwilling to agree to the Republican bill, which they criticize as a betrayal of Americans .
